RIA! Policy Brief - ICT Access and Usage in Ghana
The Research ICT Africa (RIA!) August 2008 Policy Brief is based on the preliminary analysis of the Individual and Household ICT Survey undertaken by the network.
The policy brief provides a snapshot of ICT development in Ghana, which has not been robust despite the country having been amongst the early reformers of the African ICT sector. In spite of improvements in certain sector segments, others such as household fixed line, internet access and public telephones, need policy support to catalyse their development.

The policy brief has given a snapshot on the household access and usage of ICT services in the country. It is concluded that Ghana has made some improvement in certain segments of the sector, while others need policy support to catalyse their development.
To improve the overall ICT development in the country so as to ensure increased household access, the following recommendations are made.

- Development of mobile internet platforms as alternative to increase household access
- Increase household computer ownership through hire purchase arrangements with computer vendors
- Government support for the private sector to resuscitate public telephone business, especially developing multi-purpose business centres that provide variety of services to the general public is needed.
- Entry of Internet Service Providers into franchise relations with internet café operators to provide high quality service
- Development of low cost services to attract many who fall within the lowest income brackets of the country.
