Mission
Our mission is twofold:
- To facilitate telecom reform and infrastructure development throughout the world - through research, training, dialogue, policy and regulatory advice;
- To build human capital in the area as the foundation for effective regulation and governancefor new network economies.

Governance
LIRNE is managed from the Centre for ICT (CICT) in Denmark and Comunica in Uruguay. William Melody (CICT is general manager and Amy Mahan (Comunica) is the network coordinator.
A steering commitee is made up of one representative from each of the regions, one from Comunica, and one external advisor. The members of the steering committee are:
