The Communication Policy Research South (CPRsouth) conference on “Transformation Strategies for Telecom Operators”, will take place from December 5-7, 2008 in Beijing, China. CPRsouth3 will offer researchers an opportunity to discuss their research on ICT regulation and policy in the South with a policy-oriented, international audience and obtain useful feedback. A training session on media interaction will also be held for participants. Alongside the conference, tutorial sessions will be held for Young Scholars on the fundamentals of technology, markets, regulation and policy. The conference is designed to accommodate 21 paper presenters over the course of 2.5 days, and the audience will comprise 70-80 scholars involved in the field of ICT policy and regulation, broadly defined, including 30 Young Scholars.

LIRNEasia and CONNECTasia Forum Pte. Ltd. will host the
12th Executive Course on Telecom Reform: Strategies to achieve connectivity and convergence, 10-14 June 2008, Singapore.

The 12th Telecom Reform Course offered by LIRNEasia and CONNECTasia Forum Pte. Ltd. is designed to enhance the strategic thinking of a select group of senior decision makers in the telecom and related sectors in the Asia Pacific and elsewhere. After having been offered in Europe, Africa, the Caribbean and Latin America, the course is now being taught in Singapore.

LIRNEasia will hold a workshop, entitled Transaction Costs and Traceability: Potential for ICTs in the Agricultural Value Chain, to discuss the policy level implications and business level possibilities of using ICTs to reduce transaction costs in the agricultural value chain as well as to improve traceability and enhance quality of the products sold. The workshop, to be held from 21 - 23 February at the Kandalama Hotel, Kandalama, Sri Lanka, will bring together key stakeholders in the agricultural sector consisting of policy makers, private and public sector participants and researchers, both in agriculture and ICT. The workshop will discussin in detail the pilot projects conducted by LIRNEasia during 2007.

[4 March 2008] Kim Mallieu of the Regional Dialogue on the Information Society (DIRSI) will facilitate a DIRSI Stakeholder Meeting in Trinidad and Tobago, and will present and lead discussion on “DIRSI: Regional Telecommunications Policy and Regulatory Research Collaborative.” The main objectives of this meeting are:

• Information dissemination on regional research relating to telecommunications policy and regulation
• Identification of needs and gaps in telecommunications policy and regulatory research
• Identification of research priorities
• Recommendations on strategies to meet priority research needs.

Professor Robin Mansell, Head of the Department of Media and Communications at the London School of Economics (LSE), will conduct a colloquium entitled “Communication and Technology: What’s New?” at the LIRNEasia office in Colombo, Sri Lanka. The colloquium will focus on the inter play between communications and the technology that supports it.
