LIRNE.NET & Global IS Watch

 

The Global Information Society Watch (GISW) 2007 report will include a chapter “ICT Indicators for Advocacy” by LIRNE.NET researcher and project coordinator Amy Mahan. GISW is a joint initiative of the Association for Progressive Communication (APC) and the Instituto del Tercer Mundo (ITEM) that monitors progress by governments and international organisations on the outcomes of the World Summit on the Information Society.

Regulation of undersea cables and landing stations

 

LINK logoThis draft paper published by the LIRNE’s South African partner, the LINK Centre, covers the historical background to undersea cables. It then sets out the essential facilities doctrine and measure taken in the liberalization of telecommunications and the regulation of prices. The procedural and implementations issues are then set out. Finally, conclusions are drawn.

Mobile Opportunities: Background Papers

 

As part of its project Opportunities: Poverty and Telephony Access in Latin America and the Caribbean, DIRSI has released a series of background papers. The has identified the importance of access to the poor, its process of growth as well as a series of regulatory and market barriers for increased telephony access and use by the poor. Yet empirical studies of the social and economic implications of use in the region based on demand analysis are rare.
