Latin America TRE Studies

 

DIRSIThe Regional Dialogue on the Information Society for Latin America and the Caribbean () has released Telecom Regulatory Environment (TRE) studies for Ecuador and Peru. Using interviews and a questionnaire administered to a statistically significant cross-section of industry stakeholders and experts, the TRE assessment traverses six dimensions of regulatory risk (market entry, to scarce resources, interconnection, tariff , of anti-competitive practice and universal service) for both the fixed and mobile sectors. The TRE methodology focuses on the environment as a whole, rather than only on the regulatory agency.

DIRSI at Launch Meeting for LAC GAID

DIRSI[4-5 February 2008] The Regional Dialogue on the Information Society for Latin America and the Caribbean () is organising a session entitled “Regional Issues relating to National ICT Policies and Strategies for Achieving the MDGs” for the Launch Seminar of the Latin America and Caribbean Regional Network of the Global Alliance for ICT and Development (GAID).

The seminar will take place on 4-5 February 2008 at the Radisson Hotel in San Salvador, El Salvador, in the two days preceeding the II Ministerial Conference on the Information Society eLAC2007 in San Salvador.

RIA! - Towards an African ICT e-Index

 

Alison Gillwald (Director) and Christoph Stork (senior researcher) of the Research ICT Africa network (RIA!) have releasedRIA! logo a working paper, Towards an African ICT e-Index: Towards evidence based ICT policy in . The creation of an African ICT research network was in response the growing demand for the information and analysis required for appropriate policy formulation and effective . This paper traverses the work of RIA! and the network’s efforts to bridge the research gap, to contribute to informed policy solutions for and better align these with overall development policies for the region. The paper describes the different research strategies employed since the inception of the network, such as the LIRNE Sector Performance Review and Telecommunication Environment (TRE) methodologies, and the ground breaking work in household and SME surveys. Work for the future is also described around the RIA efforts to formulate an African e-Index.

TRE Studies and Manual

 

DIRSIThe Latin American and Caribbean network, DIRSI, has been undertaking three new Telecom Regulatory Environment (TRE) studies in Ecuador, Peru and Bolivia, with LIRNE.NET contributing a further study for Uruguay. These studies will contribute to the growing body of TRE studies that the LIRNE centres are producing – also in and Asia.
