What key actions could telecom and ICT regulators undertake to promote access to infrastructure at local, international and regional levels?

This dialogue is being undertaken in preparation for the “Regulatory Frameworks for Improving Access” workshop co-hosted by the Association for Progressive Communications (APC), the Canadian International Development Research Centre (IDRC), and Learning Initiatives on Reforms for Network Economies (LIRNE.NET), and at this year’s Internet Governance Forum. The workshop will explore the key regulatory issues and imperatives in promoting equitable deployment and affordable access to internet (communications) infrastructure at local, national, regional and global levels.

The final report from the World Dialogue on Regulation (WDR) 3rd research cycle has been released and can now be downloaded or ordered in hardcopy. Edited by Amy Mahan and William H. Melody, this most recent collection of the network’s research and case studies elaborates on inclusive and propoor strategies for extending network development.

From March 7-9 LIRNE.NET and the World Dialogue on Regulation (WDR) held an expert meeting in Montevideo, Uruguay to discuss recently completed research with sector representatives, to share findings and methodologies across regions, and to prepare the next WDR/LIRNE research and dialogue cycle. The meeting brought together some fifty experts, including researchers from the LIRNE centres in Africa, Asia, Europe and the Americas, other researchers, and representatives from the regulatory community, the private sector and civil society from sixteen countries and all continents. A WDR Expert Forum was organised by LIRNEasia in association with the Institute of South East Asian Studies ISEAS in Singapore from March 2-3, 2007. The Forum focused on ICT sector and regulatory performance indicators and discussed the issues that NRAs and NSOs face with regards to data collection and definitions. The presentations from the Expert Forum are available for download from the LIRNEasia website

The first WDR/LIRNE.NET Expert Forum in the Americas, 7-9 March in Montevideo, Uruguay, brings together members from the international network of LIRNE researchers who will present and discuss current regulatory challenges and opportunities. The theme of the three-day meeting is Wireless Opportunities and Solutions: A Regulatory Perspective.

A World Dialogue on Regulation (WDR) Expert Forum on Information and Communications Technology (ICT) Sector and Regulatory Performance Indicators will be held from March 2-3, 2007 in Singapore. The event is organized by the Institute of Southeast Asian Studies (ISEAS), in partnership with LIRNEasia and the International Development Research Centre (IDRC) of Canada.

The final report from the second World Dialogue on Regulation for Network Economies research cycle has been released in both print and online formats. Edited by Amy Mahan and William Melody, the 383 page book contains the body of research and country case studies undertaken to investigate issues and perspectives on the theme Stimulating Investment in Network Development: Roles for Regulators.
